Prevention of pollution by garbage from ships Entry into force: Regulations covering the various sources of ship-generated pollution are contained in the five Annexes of the Convention. Regulations for the Prevention of Pollution by Oil entered into force 2 October It covers prevention of pollution by oil from operational measures as well as from accidental discharges.
The Convention has also been modified by the Protocol ofwhereby a sixth Annex was added. The dedicated clean ballast tanks CBT system meant that certain tanks are dedicated solely to the carriage of ballast water.

On a ballast voyage the tanker takes on ballast water departure ballast in dirty cargo tanks. Tankers built in the s which are at or past their 25th must comply with Regulation 13F.
It provides regulations with regard to treatment of engine room bilge water OWS for all large commercial vessels and ballast and tank cleaning waste ODME. Some others do not use water as ballast.
The rules, when they come into force, will set limits on sulphur oxide SOx and nitrogen oxide NOx emissions from ship exhausts and prohibit deliberate emissions of ozone depleting substances. As an additional precautionary measure, a Condition Assessment Scheme CAS will have to be applied to all Category 1 vessels continuing to trade after and all Category 2 vessels after These activities by the MEPC have resulted in a number of unified interpretations and amendments to the Convention.
March Entry into force: The Parties to the Convention undertake to give effect to the provisions of the present Convention and those Annexes thereto by which they are bound, in order to prevent the pollution of the marine environment by the discharge of harmful substances or effluents containing such substances in contravention of the Convention.
Nonetheless, pollution control was at the time still a minor concern for IMO, and indeed the world was only beginning to wake up to the environmental consequences of an increasingly industrialised society.
Parties agree that an International Sewage Pollution Prevention Certificate is to be issued after survey in accordance with the provisions of Regulation 3 to any ship which is engaged in voyages to ports or offshore terminals under the jurisdiction of other Parties to the Convention Regulation 4.
Originally oil tankers were permitted to discharge oil or oily mixtures at the rate of 60 litres per nautical mile. Although the new phase-out timetable sets as the principal cut-off date for all single-hull tankers, the flag state administration may allow for some newer single hull ships registered in its country that conform to certain technical specifications to continue trading until the 25th anniversary of their delivery.
The requirements of the CAS include enhanced and transparent verification of the reported structural condition and of the ship and verification that the documentary and survey procedures have been properly carried out and completed. Tankers built to this design have double sides but not a double bottom.
Regulation 13G came into effect on 6 July The Annex also prohibits the incineration on board ship of certain products, such as contaminated packaging materials and polychlorinated biphenyls PCBs. The amendments also considerably reduced the amount of oil which can be discharged into the sea from ships for example, following the cleaning of cargo tanks or from engine room bilges.
But the Convention was also intended to address other forms of pollution from ships and therefore other annexes covered chemicals, harmful substances carried in packaged form, sewage and garbage.
Torrey Canyon Inthe tanker Torrey Canyon ran aground while entering the English Channel and spilled her entire cargo oftons of crude oil into the sea. Tainting refers to the ability of a product to be taken up by an organism and thereby affect the taste or smell of seafood making it unpalatable.
It should be noted, however, that the Secretariat has no intention of changing the authentic texts editorially or otherwise. The discharge of sewage into the sea is prohibited, except when the ship has in operation an approved sewage treatment plant or when the ship is discharging comminuted and disinfected sewage using an approved system at a distance of more than three nautical miles from the nearest land.
Annex VI, covering air pollution, was adopted in September and has also not yet entered into force. While it was recognized that accidental pollution was spectacular, the Conference considered that operational pollution was still the bigger threat.
Annex VI sets limits on emissions of nitrogen oxides NOx from diesel engines. The Torrey Canyon accident was the catalyst for the adoption of the MARPOL convention. packaged form, sewage and garbage.
